A lot of us enjoy smoking cigars, kreteks, bidis, or any other hand-rolled tobacco product, and because of this, we should all familiarize ourselves with the federal law on it. It is important to keep in mind that the federal government treats whole-leaf tobacco differently than most other tobacco products, classifying them as agricultural products rather than tobacco products. You as the buyer should always stay up to date with these laws, considering federal laws are always subject to change.
Any time a retailer starts to sell tobacco or any of its by-products, they will need to get a Cigarette and Tobacco License. They will also be required to apply and submit a one-time fee for each location they have. More often than not this license is required to be renewed annually.
Obviously, the above-listed laws have more to do with cigars and cigarettes and not the sale of loose-leaf tobacco like Fronto Leaf, Grabba Leaf & Binder Leaf.

Whole leaf tobacco is unprocessed and is treated differently by the federal government. While laws for the sale and purchase of whole tobacco leaves are less strict than those pertaining to other tobacco products like cigars and cigarettes, as of 2019 you still have to be 21 years of age or older to purchase any of Leaf Express’ whole leaf tobacco products.
